The unspoken truth about IT Department transformation is that the infrastructure support for the private Cloud comes from the vendor, not the corporate IT department. That frees time for such impossible chores like business process improvement, higher level mashups and customizations, and rapid deployment AND productivity of processes that used to take years to implement.
I'll buy the hype, but with the reservation that during this kind of transition, organizational change might be a bit rocky and unstable for awhile. But that's natural, not a consequence of the Cloud itself.
