I'm really glad that someone has gone on the record about the fact and fiction of location tracking. But his information is a bit limited, unfortunately. He is correct about locating personal computers that are in fixed locations orlaptops connected a fixed locations. But when it comes to smartphones and some tablets, the satellite and cell tower triangulation and tracking are much more accurate than he suggests.
The bottom line is that being location aware is an important part of 21st century computing and will become more so as time passes.
